Yes, adding a "attack anyway" event option is simple. But it should have heavy penalties.
@DanielRBW

Easy solution.The time to back down should be longer than the gap between adding wargoals. Adding wargoals should make it increasingly easier and more likely for people with interests to join conflicts. The more wargoals you have the more maluses you should have for fighting (perhaps to simulate interest from the other side? I imagine people fighting in Serbia in WW1 had far more serious/personal concerns for fighting than Germans). Or maybe the more wargoals the other side demands the less war exhaustion or the equivalent increases.

You just have to build and research more, 5-10 unis/province and around 750 construction sectors should by that stage of the game. So yeah, most coal based better production methods to reduce workforce will be needed, but with such a large workforce, it's definitely not priority. China needs a huge amount of administrative buildings to sustain the huge consumption of administrative points and loss of tax revenue, while there is a huge population to be employed. The biggest difference between China and other countries is that his economy cannot use automated production schemes that do not enhance any real resource output, such as railroad transportation. Otherwise, the large number of unemployed workers generated by the technological upgrade would become radicals and affect the stability of all regions of the country, which would further slow down construction, resource output and increase tax losses. Once China did not defeat the British and Portuguese in 1839 to become the area that would have rubber after the powers went out to colonize and rapidly industrialize, then China's economy would have been in a dead-end cycle.
