The bit is almost even more confused in full context. Which arguably makes it funnier. Whole thing is like 6 minutes long and it's part "Fuck Bush and this lying-ass war" but also "troops need to do WHATEVER they need to do to come back home" and part "this is what'll happen if you bring back the draft and start drafting men Steve's age". It's like a perfect ball of psychosis, great for comedy, completely befuddling.

It seems that Steve Harvey and William Tecumseh Sherman would have been great friends. Sherman recognized that warfare for what it is and was willing to do whatever it took to win the war in the shortest time possible. When you fight a war and try to play nice you end up you wind up with a conflict far longer than necessary and even much worse like in defeat. Either you kill the enemy and destroy their ability to wage war on you (which includes the civilian population) or you shouldn’t fight the war at all! Keep in mind no army can support itself and wage war without the support of the people it represents. Sherman knew that in war everyone is culpable from the butcher/farmer that feeds the army to the person actually pulling the trigger.
