@@PhantomAegis725 no, its not the spike strip guys fault. Police are required by law to have their lights on in situations like this. Its not only to prevent pedestrians being hurt by a car that they're unaware is speeding in the process of carrying out its duty, or preventing accidents (such as the people who are killed every year by police speeding through red lights), but its also for cases like this where whats called positive identification is paramount. The guy deploying the spike strip is looking for a car that is speeding, which he can identify as not police by the lack of lights and sirens. The officer did not use these identifying features, which he should have been using regardless of if the spike strip was there or not.

@@games-are-for-losers No it does not. It stops you from driving much further on the road. Blocking something means to make it PHYSICALLY impossible for something to pass a certain thing. Which with a spikestrip is not the case at all. It disables the vehicle's ability to drive at any relevant speed and direction. Very different process.

At least the cops show up, here in south Africa they don't even come, we once had an attempted robbery and phoned the police and the response from them was "we currently do not have any vehicles can you come and fetch us" so we had to make our own plans to chase the robber away
