There are few skyscrapers in Taipei not because of the economy. Taipei is surrounded by mountain so there is little land to expand in Taipei and it's also difficult to tear down older buildings because it require owner's consent. Xinyi district has more skyscrapers because it used to be vegetable farm so its easier to get the land. Many buildings in Xinyi district were actually built in 2000s, for example, Taipei 101 was built in 2004. Skyscrapers can't really represent economy that much, Bangkok has a lot skyscrapers but the economy is not great. Another reason is that like Japan, there are many earthquakes in Taiwan so you also don't see many tall buildings in Tokyo. But I think many older buildings in Taiwan are not very well maintained on the exterior, its something Taiwanese should improve.
