core concepts of his cosmic sociology are just things from international relations study, particularly game theory, applied to the universe. You shouldnt be surprised, thats how humans live here, right now. Most people are like "earth" in 3 Body Problem, and minority people are like San-Ti. They know how the world works. It is malicious. 95% of people never notice, because of the work of remaining 5%. You would all be dead if not for constant fight of strategists, intelligence agencies, military and elite hidden bureaucrats pulling the strings. Humans want to murder each other all the time precisely because of the same reasons described in the books. Author literally just applied what we know about human nauture and extrapolated it to alien cvilizations. We are like that for a reason. It makes sense. Author literally tells you that in explanation of chain of suspicion. Thus it is not idea what he presents there. Its a fact. Whether it applies to "out htere" is just the only thing he changed, extrapolating from lack of meaningful communication extreme version of security problem in international relations.
