this song is called "where are you dear general" and it's fine when you listen to the recording, but since it's played over sirens, the wavelength of the sound increases with distance and turns it into this slow horror melody

As an audio engineer I have to correct you that the wavelength does not increase by distance. The sound just loses highs and lows and sounds washed out. The reason why it sounds so broken is the distortion of the bad speakers

the song you are hearing right now is the instrumental version of “Where are you my dear general” and is part of the mind control. every morning at 6am people hear this in pyongyang. the speakers stem from the soviet era which explains the creepy vibe to the sound of the song. its meant to be this depressing, to make sure people are filled with fear and emptiness so that they can work for the regime basically

The USSR stopped using street speakers for radio in the 1970s. But most houses had a wired radio outlet. I stayed at my grandma's house in the early 2000s where this still worked. You'd get the anthem of Russia come on at 6 a.m., she used that as an alarm. Not nearly as eerie as this shit though, and you can turn it off if you want. Fun fact - the radio doesn't work at night, so if you remove a protective resistor in the radio socket you can broadcast to the whole apartment block!
