Sorry dual sport means Adventure bikes. Doesn't have to be a big one like Africa Twin or BMW R1200GS, but something like middle weight CB500X or BMW F750GS etc.

More leaning is not equal slipping. It means less tire touching the ground therefore less grip/traction. The more you lean, the less the bike needs to lean therefore more tire touches the ground and more grip/traction. For example, going into same corner and same speed. If you don't lean then the bike needs to turn to 30 angle. If you lean then bike needs to turn to 25 angel.

Tire condition and surface condition always important but whether to lean on public road is not about those two. Your brother falling may not be because of oem tires. Oem tires allows lots lean angle. It may be because of road condition or his action like moving his body while leaning, throttle control or brake.
