Given what we know, the question's probably asking whether the phenomenon is internal or external to the isola they're on. External being "regular pale", ie the bounds between isolas that is common knowledge, and 'internal' being a pale phenomenon inside an isola. We're told the operator on the Archer switches to a script at the mention of pale. So putting the pieces together, this is likely a moralintern procedure for removing proponents of radical ideas that could cause panic in the population (ie internal pale), which we know is within their interest and remit, with them being self-admitted eradicators of rogue ideologies

I watched this video because my harry In a typical fashion got all the way up there and fumbled it at the most crucial moment. Under pressure he just ended up unable to conceptualize the concerns, and pressing matters into the broader picture. So instead grabbed the nearest neurons and experience comparisons of his life and rambled about how his love had left him and other such personal woes. Needless to say the airship terminated the call with professional speed as if a troubled drunk against all odds had stumbled into a tv news room. Everyone had worked hard and helped Harry to get up there as their representative and speak their burning curiosity. The dreamlike impossibility and the euphoria of this happening. They had positioned themselves to essentially ask questions or even request help of a god! But he messed it up, they were left staring up at their expedition leader ontop the statue weeping about his heartbreak in the exposingly quiet night. Kim and Soona were using as few words as possible to mask their true feelings. Left with the job to reassure my poor Harry and pack down. All that was real now was cold, damp and shattered expectations. Soona probably will never trust enough to follow anyone's lead again.
