I think it's too biased towards tenants. I am both a tenant and a landlord and I'm not too happy about how the government is too involved in trying to control prices. They can simply let the market decide the price but simply declare a cap on annual increase only on an existing tenant like many other countries in which 5-10% is legally accepted. But the landlord should have the right to set new price once the tenant leaves. Also the should have a right for landlord to ask for a refundable security deposit to cover for unpaid rent and/or damages since the eviction process is now difficult, landlords should have a way to mitigate financial losses
The idea is completely wrong and devastating! Why tax from house rent as far as the house owner pays tax for the house every year? Why limiting the renting price by government? Does the government fix on tution fee? Consumable food items? If not, the what is the option if the income of someone is only from renting house? How can be the house renter be sure that the oprice of all items will remain constant for the coming two years? If not, then what will be the option of the renter to cover the inflation?

The Solution has to be the Government has to help his people. Instead of bing a Boss with some bodys property.how many taxes they have to pay?? Instead of buildig the gov. Destroy houses make the problem worth.the can't administer they have to step down. They are problem makers.
