I recommend leaving the 2x3s you used to space the shelves vertically in place, front and back. It transfers the weight to the floor so it isn't on the nails. Maybe overkill, but after a few years, you'd be surprised how much weight piles up on shelves like these.

All the load is on the screws or nails might be too much force if story heavy items. You could put smaller boards on the inside frame if anyone plans on putting super heavy items on theirs. Essentially a jack studs or cripple.

You can also use a hammer and nails. It might be intimidating and frustrating at first trying to get the nail but nails have a higher sheer strength than screws.

Correct. Some screws are made for that type of shear, but not the ones most folks are going to buy at HD. Weight isn't supposed to sit on fasteners, it's supposed to sit on wood beams and posts. The fasteners just keep the weight bearing members in line, they are not intended to do the work of the wood.

2x3 's are great. lighter, cheaper, and usually just as strong as 2x4 's.

The basement would have an 8 ft ceiling, so call the unit 6 ft tall. The plywood is a 4x8 sheet ripped in half.

Tapcons if your fastening wood to concrete. You'll also need a hammer drill to pre-drill the concrete.

All wood making contact with concrete must be pressure treated. So, the wood being fastened to the wall and the wood touching the floor must be pressure treated.
