Poverty is not just financial poverty is a state of mind. You can be poor, but hope and productive, but when you poor, mentally spiritually, and have lost hope it beyond poverty, I was in Africa where there was extreme poverty, physical poverty, but they were not mentally poor, they had a broom and they swept the ground. There was no trash that doesn’t mean that you can’t clean up around where you live or organized to make things better.

They still have city trash pickup so WHY IS THERE SO MUCH TRASH EVERYWHERE? The answer is the type of people who live here just don't care about anything, they'll just throw it on the ground as they walk up and down the street. Hard times may make it harder to repair your house but it takes zero money to throw your fucking trash in a trash can.
