For Windows 64-bit, click the option for: rtools40-x86_64.exe
Once done downloading, open the installer
After installer finishes, open R.
Inside of R, we need to register the location of RTOOLS by typing:

Restart R
Verify that Rtools is correctly setup by typing:
Sys.which("make")
This should return the Rtools install location path.
Next, let's install the Rcpp package by typing:
install.packages("Rcpp")
We can check the installation went well by typing:
Rcpp::evalCpp("1 + 1")
