China accounts for 60% of global zero-carbon technology manufacturing, dominating the solar and battery supply chains and gaining market shares in wind and heat pump sectors.
Amid China’s clean technology boom, trade partners are balancing derisking and decarbonisation in the new technological and geopolitical climate. The US and EU aim to reduce critical dependencies on China for solar panels, wind turbines, batteries, and EVs. The Biden administration increased tariffs on Chinese clean tech to boost political support for clean energy action ahead of the US election, while the EU is conducting anti-subsidy investigations against Chinese EV imports. However, moves to stem the flow of low-cost clean tech could slow the global energy transition at a critical juncture.
This panel explores the tension between de-risking and decarbonisation, examining the implications of recent moves by the EU and US and possible Chinese responses as well as options for de-risking while maintaining momentum on climate action.
