This is the motor's speed ramping circuit in action. The base 48KHz signal that gets divided down to drive the stepper motor first goes through an add-on circuit board. That board takes in the 48KHz signal and puts it back out again unchanged... until 1 5V signal is applied to one of its inputs. Then,as shown here, it slashes the frequency, then brings it back up to about half the input frequency, then smoothly ramps it back to the original frequency.
This board was hacked in to the original circuit design, presumably to fix a problem with the stepper motor and sudden speed changes.
