ELECTORAL MACHINERY | ELECTION COMMISSION OF INDIA | MASKMOONJI | IN TAMIL - Hello everyone , In this video we have explained the concept of electoral machinery- different authorities appointed by ECI to manage and supervise the process of election.
The RPA Act (Representation of the People Act) 1950 and 1951 is a legislation enacted by the Indian Parliament to regulate and conduct elections in India.
The electoral machinery in India under the RPA Act includes the Election Commission of India (ECI), which is an autonomous constitutional authority responsible for overseeing the conduct of elections in India. The ECI is composed of a Chief Election Commissioner and two Election Commissioners, who are appointed by the President of India.
Under the RPA Act, the ECI has the power to supervise and control all aspects of the electoral process, including the preparation and revision of electoral rolls, the conduct of elections, and the counting of votes. The ECI also has the power to issue rules and regulations for the conduct of elections and to impose penalties for violations of electoral laws.
Chief Electoral Officer
A Chief Electoral Officer (CEO) is a senior officer appointed by the Election Commission of India (ECI) to oversee and manage the electoral process in a state or union territory in India. The CEO is responsible for the conduct of elections in his/her state or union territory, and works under the overall supervision of the ECI.
District Election Officer
The appointment of District Election Officers (DEOs) in India is governed by the Representation of the People Act, 1951. Section 13AA of the Act provides for the appointment of DEOs in each district of the country, and outlines the qualifications and eligibility criteria for such appointments.
According to Section 13AA of the Act, the DEO for a district shall be appointed by the Election Commission of India (ECI) in consultation with the state government. The DEO should be an officer of the Indian Administrative Service (IAS) or the Indian Revenue Service (IRS), or any other equivalent service, and should have at least three years of experience in the field of general administration or election management.
Electoral Registration Officers
Electoral Registration Officers (EROs) are appointed under the Representation of the People Act, 1950, to oversee the process of electoral registration in India. Each state and union territory in the country has one or more EROs, depending on the number of electoral constituencies in the region.
Booth Level Officers
Booth Level Officers (BLOs) are officials appointed by the Electoral Registration Officer (ERO) in India to manage polling booths during elections. They play a critical role in the electoral machinery by ensuring that the electoral process is conducted in a fair, transparent, and efficient manner.
Returning Officer
The Returning Officer (RO) is an important official appointed by the Election Commission of India (ECI) under the Representation of the People Act, 1951. The main function of the RO is to conduct the election in a fair, transparent and efficient manner.
Observers
Election observers are appointed by the Election Commission of India (ECI) to ensure free and fair elections. Observers are usually government officials or members of civil society organizations, and they are appointed to monitor various aspects of the election process, such as campaigning, polling, and counting.
