Philippe Parès was a French composer, son of Gabriel Parès, conductor of the famous Garde Républicaine. He is known for his works for Cinéma with George Van Parys in the 20s. In the 30s, he became record producer, musical publisher and directed several orchesters, including this Jazz-oriented band.
The song was written by René Tapouach in 1937, published by Parès and released on the elusive (French) Champion label, probably that very year.
