Actually they DID show Surf being used outside the water in the anime once. I don’t remember the exact episode, but Ash and Paul were in a double battle tournament together and they went up against a Rhydon that used Surf. It basically just summoned a giant wave out of nowhere in the middle of an arena.

Bubbles might look inoffensive but there's a thing called cavitation bubbles. These are bubbles are formed when there's a rapid change of pressure in a liquid, normal or alike to bellow the liquid's vapor pressure in a very small area. So they are filled with hot vapor and be surrounded by normal bubbles making they implode liberating all the energy they stored. And hot I mean slightly bellow the surface of the sun or more. And there are some species of shrimp can create those bubbles discharging 4000°C in their imploding. A fricking shrimp Imagine how hot a bubble made by a Dreadnaw or Kyogre can make by snapping their jaws (size might nref them actually, but pokémon magic)

You know, bubbles are actually pretty powerful, or they can be. Boat propellers are made of the hardest metals possible, but the bubbles created by the spinning of the blades still mess them up, they're easily covered in pockmarks from the tiny explosions. Also I want a gigantimax Inteleon.

A lot of "signature moves" are learned by other Pokémon, but they can still be signature moves. For example, even though Leaf Blade is a very widespread move, I would still consider it to be Sceptile's signature.

A water spout is basically a tornado over a large body of water, so it causes large amounts of water to fly and spin into the air, and then fall back down with a tremendous amount of force when the storm dissipates.

Fun fact: it makes sense that steam eruption is stronger than scald, steam hurts WAY more than boiling water, even if they are at the same temperature. The reason behind that is that when it touches your (colder) skin, it condenses. And the amount of heat steam it releases when condesing is (iirc) around 4 times the amout of heat you need to bring liquid water from 0 to 100ºC.

I'd argue Withdraw barely qualifies as a Water move, since most sprites for the move show the Pokemon being encased in an Oyster or Clam shell, and we can draw a speculation that the pokemon is using Water Magic to withdraw into a Clam or Oyster shell.

Fun fact! Just like how you can dive in the middle of nowhere of no body of water, in ORAS, you can battle pokemon that are flying in the sky and unlike X and Y' "Sky Battles", you can use any kind of Pokemon in these fights, in other words, you can send Pokemon like Primal Groudon to fight other Pokemon in the sky! (They are most likely falling in their death tho and they might even shatter the ground apart as soon as they land in the ground...)

A lot of water attacks focus on concussive damage. I mean a wave isn't too threatening when it's just moving you about button when it's powerful and slamming you into the ground or a wall that'll hurt. Not to mention like most things when enough pressures and force is utilized to concussion damaged is event greater.

Regarding how bubbles can hurt, here's a thought: Perhaps it is psychological damage. There are moves like Confusion and Nightmare that more obviously affect the mental health aspect of HP, and (going off of the "bubbles are explosions" angle you brought up) explosions can be startling. However, since the explosions in this instance are from bubbles popping, it can explain why the move is so weak. Potentially gives another reason for why speed can be lowered: hearing explosions can make us more cautious. Alternatively, it might be causing damage via overstimulation of the opponent's senses (not too unlike Tickle), and the speed reduction is because they need more time to muster the energy to use a move.

I think water spout is supposed to be more akin to the real life water tornadoes that can occur. When they first start up, they are at their strongest, but after a while they lose steam and speed. That’s why the moves power is dependent on HP. Still fresh in the battle? Maximum strength. Hung around a bit and not feeling so well? Well now it’s weaker than a fetus.
