Karl Eberhard Schöngarth was born on 22 April 1903 in Leipzig, then part of the German Empire. In 1922 Schöngarth joined the Nazi party and in November of the same year he became a member of the SA. On 30 January 1933, Adolf Hitler was appointed Chancellor of Germany by President Paul von Hindenburg.The Second World War started on 1 September 1939 when Nazi Germany invaded Poland. In January 1941, Schöngarth was appointed head of the SD and the SiPo, the Security Police, for the General Government, based in Kraków, in German-occupied Poland. During part of his posting in Kraków, Schöngarth led a temporary Einsatzgruppe unit, a Nazi mobile death squad in Galicia, located in the southeastern part of the General Government. On Sunday, 22 June 1941, under the codename Operation Barbarossa, Nazi Germany invaded the Soviet Union, its ally in the war against Poland. After the invasion, Schöngarth was tasked with operations in the previously Soviet-annexed territory of Poland. Between July and September 1941, Schöngarth was responsible for the murders of approximately 10,000 Polish Jews. In June 1942, charges of embezzlement, corruption, plundering, and art theft were brought against Schöngarth. However, Himmler decided to put off any disciplinary action to avoid fueling rumors of corruption within the SS. In July 1943, Schöngarth was transferred to the 4th SS Police Division in Greece, where he served until early July 1944, conducting anti-partisan operations.
