The graveyard guy is Kust, he's employed, he tends the cemetery. If you count everyone living at the start of the game + the *eight guards (at least 3 in the barracks), it's 29 people. Thadgeir, whom you marked as inapplicable, chops wood for the inn, which is technically a job. Sinding, the werewolf in the prison, used to be a worker at the mill but was arrested. As he's now a prisoner, he would technically be inapplicable. All of the dead people you saw were employed at the time of living. Valdr is another citizen of Falkreath, not currently present until you complete a quest. That makes 30 people, and Valdr is employed as a hunter. Minus the two inapplicable, that makes 28 working people with an unemployment rate of 0%.
