I am feeding my goats with Napier they did not eat well because the place where I bought them from gave only tree leaves. I used to sprinkle black jaggery syrup to grass and they used to eat . not they won't eat . I feed them twice with Napier grass afternoon I give skm goat feed . kidly advice ..

30 to 45 days depending the material and culture used. 15 days is too early even though you can start feeding

Due to anaerobic fermentation many products like lactic acid etc. are produced in the silage. So silage is more nutritious, palatable and digestible than the fresh green grass

You can use that as a part of feeding. Not as entire. Any feed/fodder fed alone will result in deficiency of nutrients. Those websites may be selling that Growth box and equipment or advertising for the same.
