In an urban area, concrete is always available but for very rough (like 180 grit) sharpening. I've also used the unglazed bottom of ceramic mugs for fine touch ups. Not sure what one could use for in-between. Clay pots maybe?

Aside from pulling stones from water sources, where would be another good place to look? or is that your best bet at finding a decent stone?
