This beef tartare from Belgium is absolutely delicious.
Recipe (serves 3-4 for a meal, twice that many for appetizers):

500g beef (tenderloin, shoulder, or similar)
2 egg yolks
2tsp mayonnaise
4tsp dijon mustard
2T worcestershire sauce
1/2 tsp salt
2 shallots, finely chipped
2T chopped parsley
Pepper to taste
dash of tabasco sauce (optional)
2T capers (optional)
Finely mince the beef. You can do this with a food processor, with a knife (my favorite method) or with a meat grinder. Mix in egg yolks, then mayo and mustard. Then stir in the shallots and parsley.
Then add the worcestershire sauce, salt, pepper, and the tabasco sauce if using. Taste and adjust.
If using capers, stir in gently.
Shape on a plate. Serve with bread.
