Found this on wikipedia: According to composer Robert Lamm, the song is about trying to write a song in the middle of the night. The song's title is the time at which the song is set: 25 or 26 minutes before 4 am. Because of the unique phrasing of the song's title, "25 or 6 to 4" has been interpreted to mean everything from a quantity of illicit drugs to the name of a famous person in code.

Then he picked up a semi-automatic, ejected the magazine, told the roadie it had no bullets in it, then put IT to his head and pulled the trigger. The clip wasn’t empty. Death by stupidity. Such a waste.

The song is about the songwriter having a bad case of writer's block, being unable to come up with ideas, and being extremely tired but wanting to come up with something before the sunrise. Finally, noticing what time it is, he wrote the song about that. Forget all those Chicago ballads and other "softies" recommended by some. Stick to their early albums before Terry Kath died.
