Another 78/79 V Reg Fun Fact... The EE Hobbyist Community seem to not know that these regulators require a full 3 volts of headroom for them to reach their maximum ripple rejection... Not just the 1.5 volts needed to prevent dropout. This fact is often not clearly stated in the data sheet; it is found in the app notes. However, the test graphs in the data sheet do show that testing is done at 3V. Meaning, the marketing department wants to taught the better ripple rejection, without pointing out the additional needed headroom.

You are right and I have seen them used with just barely 3 volts above. The results are not great. It usually pays to follow the guidelines.

The huge difference between the positive and negative voltage was already a trigger that is a problem with the power supply.
