There is a very strong whiff of envy present here in these comments. For those who would question ruggedness, the Air Force Academy has won 21 Commander-in-Chief’s Trophies; the Navy 16; the Army 10. Not the ultimate measure of merit, but certainly an undeniable contender.
@jparry3

The cadet is prior enlisted. Prior-E are permitted to wear all ribbons earned during their enlisted service while attending the academy with some exceptions (for example, the blue ribbon on the bottom of the rack is either the overseas service ribbon or the longevity ribbon). Also, cadets are offered opportunities to attend air assault/airborne, and other military training options during their time at USAFA. That said, the top badge is likely the occupation badge he earned in his enlisted time (which is also permitted to be worn while attending USAFA).
