Climate change requires urgent global action to limit temperature rise to well below 2°C, preferably 1.5°C, necessitating a rapid transition to net-zero emissions by mid-century. Cities are pivotal, responsible for 78% of global energy consumption and over 60% of greenhouse gas emissions. They hand 10-40% of public expenditure, making them powerful agents for change. Despite significant international and national commitments, subnational levels need more transformative action.
Subnational governments can lead the energy transition through efficient use of cleaner energy, sustainable procurement, and public investment in green infrastructure, among others. They can implement regulatory measures like building codes and incentivize renewable energy adoption while designing locally responsive climate solutions.
To this end, through the RENEW project, ICLEI-Local Governments for Sustainability aims to empower subnational governments and communities in Southeast Asia (Indonesia, Malaysia, Thailand) to take action on renewable energy and energy efficiency in their territories by increasing ambition and abilities to scale up deployment. It aims to do so by working with local and regional governments to expand capacities, fostering knowledge exchange and greater awareness, facilitating multi-level collaboration.
