Pratt & Whitney F100 nozzle actuators. They're driven by air pressure and make the distinct "wueeet" noise when the nozzle shape adjusts. Both F-15s and older block F-16s have these engines.

Interesting. I was hiking at my local metropark which is near the Natl Guard air base and they were flying over. I kept hearing this noise wondering what it was.

No, also Eurofighter, Phantom and Saab Gripen (this especially may sound like a "moo"

That specific noise is special to those two planes. To be specific the f100 engine. Most nozzle actuators that use air pressure make a noise that is similar but each engine is dofferent
