No any elevated part will only rise if its mass/density is less which is isostacy concept for this i m giving you a link you will definitely get after watching that.

Gravity at centre is 0 and it keeps on increasing as we move in outer direction, so why in free air anomaly, gravity is less at mountains???

Because we are taking elevation factor here with increasing height density is decreasing and gravity is a function of density so it will automatically decrease.

Gravity is not zero everywhere it depends on various factors you cannot directly say it is zero.
