On April 11, 2023, I was patrolling Gwinnett County traveling north on Old Peachtree Road Northeast.
Troop C dispatch had just informed us that Gwinnett county was following a Red Toyota Tundra pickup
truck that was reported stolen on Old Peachtree Road Northeast traveling south and requested a
trooper for assistance. Shortly after receiving that information, I observed the Red Toyota Tundra pass
a car to the right in a no passing zone and turn right onto Collins Hill Road.
I activated my Emergency Lights and Siren and informed Troop C dispatch that I was behind the Red
Toyota Tundra. Before I could gather any other information the driver of the Red Toyota Tundra refused
to yield to my Emergency Lights a Sirens south on Collins Hill Road. The driver of the Red Toyota
Tundra failed to maintain his lane driving into the center turning lane on Collins Hill Road passing many
drivers over several miles. The driver of the Red Toyota Tundra failed to obey a red light at Collins Hill
Park and Camp Perry Road continuing south on Collins Hill Road. The driver of the Red Toyota Tundra
failed to obey a red light at Russell Road continuing south on Collins Hill Road. The driver of the Red
Toyota Tundra then had to drive on the wrong side of the road to negotiate a sharp curve. The driver
continued to drive on the wrong side of the road and passed numerous vehicles improperly at
University Center Lane. The road then became a four-lane divided road over Georgia Highway 316 and
the driver of the Red Toyota Tundra weaved from the left and right lane dodging numerous vehicles.
Continuing south on Collins Hill Road the driver of the Red Toyota Tundra went around the round about
having to slowdown for slower traffic. The driver of the Red Toyota Tundra took the second exit
continuing south on Collins Hill Road. The driver of the Red Toyota Tundra approached the second
round about and drove on the left shoulder of the roundabout keeping straight on Collins Hill Road.
Sargent Shane Pierce (788) instructed me that the Red Toyota Tundra and I were approaching a
heavily populated area, and I knew I needed to terminate the pursuit before we had reached that point.
Due to given circumstances of the driver having no regard for his safety or the safety of motoring
public. I was forced to conduct a Precision Immobilization Technique (P.I.T). I determined the best
immediate area I could conduct the P.I.T. was in the intersection of West Oak Street and Collins Hill
Road due to there being more space, and on the other side of the hill the road became a one lane road
with more traffic on it given that time of day. At approximately 1326hrs, I set up for a P.I.T. on the rear drivers side of the red Toyota Tundra. I caught up to the driver's speed, I contacted the Red Toyota
Tundra driver's side with my push bumper; I used steering input to cause the violator's vehicle to break
traction. As the violator's vehicle began to rotate counterclockwise the Red Toyota Tundra crashed into
a Lawrenceville Police patrol unit that was en route to assist with the chase. The Lawrenceville Police
patrol unit came to final rest in the left lane of Collins Hill Road facing north. The Red Toyota Tundra
came to final rest on its side across the left lane and on the shoulder of Collins Hill Road. My patrol unit
came to final rest on the left shoulder of Collins Hill. All vehicles were disabled at final rest.
The driver of the Red Toyota Tundra identified by his Georgia Drivers License to be Rickey Eugene
Loyd of Sugar Hill Georgia. Mr. Loyd was taken into custody for Theft By Receiving and Felony
Fleeing. Mr. Loyd was then transported to Northside Hospital of Lawrenceville for his injuries in result of
the crash.
