An interesting - and very dated - anecdote concerning resident vs. DDE. According to faculty member COL(ret) Brian D. Moore (deceased many years ago) when the Master of Strategic Studies was introduced and approved the USAWC ran into a problem with the accrediting agency for the degree. Initially approaching DDE with skepticism the college was prepared and convinced the accrediting agency to accept the DDE program for an accredited degree. However, the agency refused to accredit the resident program until the POI had been re-written. The objection, according to Moore, was the resident program was so seminar driven mastery of the individual student was not measured. This was in the early 2000s. He was speaking in 2001 or 2002 and was speaking to a DDE seminar. And, this anecdote has nothing to do with the point the Bureaucrat is making - career impact. But, it is interesting to note how the academics viewed the two programs at accreditation time. Moore referred to this information as "the dirty little secret no one talks about."

So if you have aspirations of O6 CSL command, but get "box of books", would you recommend declining since it seems like a lot of work for what might be no payoff?

This is one of those situations where I would seek the input of multiple GO's and SES's starting with my senior rater. The way to couch the question is "I want to be the most effective leader I can be, but I worry that if I do the box-of-books that it will become a distraction. I wouldn't want to underperform in my current job." The real question is how your leadership will view your enrollment in distance learning. Some leaders see doing War College by distance learning as proof of dedication. Some don't. Another consideration is how long you will be with a given Senior Rater. If you are doing DL, it might be nice to have the same boss both years. Additionally, doing DL is something of a leadership challenge...you have to manage yourself, your team, and your time. So you may become a better leader as a result of the experience. Finally, I would recommend that if DL is your fate, get it done early. You want to be able to get your last two OERs as a LTC unencumbered by DL. That will help show a trajectory of growth in your packet.
