Ubuntu and Debian aren't known for having particularly up-to-date packages in their repositories--but a lot of this is just because of their use of point-releases. They both have repositories that are much closer to rolling-release. Using apt, it's possible to install specific packages from these repositories, to get far more up to date packages.
