Unfortunately, it doesn't take much guts, because most people won't intervene as aggressively as they should (physically confronting him and holding him there until police arrive, confiscating the phone, etc.). If people reliably intervened that way - with _no_ social toleration of sex criminals like this - most of these creeps wouldn't be "brave"/unhinged enough to attempt it.

In general, these asian countries are pretty safe with or without cameras. Japan doesn't have as much cameras, but crime rate is so low that young children could just walk to school by themselves.

In China it's disrespectful and very frowned apon to be loud/cause a scene in public transport, even phone calls are seen in a bad way. Despite the situation it would still be frowned on. Which is probably why people didn't confront him

A man double my age shamelessly turned around to snap pics of me while on the waiting line of the supermarket and made disgusting noises while looking at me and like EW 🤮 I told security and the manager of the store and they said "whatever he does with his phone is his privacy and right. And you're alright, so just let it go or leave our store" and like... wtf? No, I'm not aLrIgHt!! Me nor anyone else is safe as long as predators like him are free to intimidate and prey upon people physically way smaller than him. He doesn't need to beat the sht outta people to be a threat. One time when I was around 7 years old, my family and I were out of state. This man kept following us around the gas station and tried to take pictures down my shirt since it was rather loose. The only person who noticed was my mom, and I'm lucky she kept me away from him. I'm so happy to see people stand up for actions like this
