I may be wrong, but that looks like a job shop machine, That may be 200 kg being lifted, but the cable is going around a wheel that looks like it's about half the diameter of the throw of the lever turning that wheel. In any case, get a screen shot of the machine as you see it, and ask around about welders and or machine shops. Someone will point you to a place that can put one of those together, or at least quote you a price for the job.If you can weld 30x50 rectangular tube yourself, you end up reducing the cost to materials.

It's not just strength. It's technique and positioning. The way dude in glasses is standing right under and up against the table, allows him to resist way more force than the opponent who had the rest of his body further from his arm and core. So basically the bodybuilder was armwrestling with just his arm, while dude in glasses was armwrestling with his full bodyweight.

I've noticed that the best arm wrestlers have little to no motion in their arm and the stomach muscles are much stronger than the arm muscles. The arm just has to maintain its position in relation to the rest of the upper body

No it is also deep in the muscle. You can train for volume or you can train for strength. They are nearly polar opposites in terms of training. The way the muscle is stressed changes how it adapts. Volumetric training focuses on size and invokes - very broadly speaking - a focus in higher reps. This is building size. Conversely strength focus training emphasizes, almost to exclusivity, low rep and much higher weight. This produces better recruitment and a more dense bundle of fiber.
