Competence over compliance, is the public safety critical topic for today’s discussion. Gary and I, talk to Crowd Scientist Professor Keith Still about the need for venue owners, operators, crowd management specialist and local government organisations to lead this transition.
Competence and the need to get there soon becomes apparent as Keith outlines some of the tragedies that have occurred since we last spoke.
Keith explains why competence is critical in public safety matter -because mistakes cost lives.
He gives a great example of the dangers of experiential learning and its impact on competence.
Keith then gives an excellent illustration of the dangers of assuming that compliance with various regulatory requirements. The reason being most codes adopt the best possible outcome, as opposed to the reality of human behaviour.
He tells us how he’s using technology to simplify site specific risk training for staff. Training which will create greater confidence in the communication of risk between staff and management.
As he says if management can be sure the intelligence, they receive is accurate - it can speed up the decision-making process in environments where a second’s delay can cost lives.
We also touch on the cancellation of the Lincoln Xmas Market due to concerns about public safety.
Plus, Keith talks about the differing behaviours of differing crowds at different events. This came up following an article by one of his former Master’s students Ise Murphy-Morris.
The main take-away from todays session is the need for the Social Economy sector to transition from compliance to competence.
