Depends. Israeli gun laws are somewhat more stricter for private use. The reason is that Israel is such a small country (it's the size of New Jersey) that the IDF is able to provide most security needs for it's citizens compared to the United States. Considering that almost all Israeli citizens either serve in the IDF, or are in the IDF reserves, having your citizens of such a small country be in the official military structure and able to be utilized to effectively defend the nation through that structure, instead of self-armed randoms that won't be able to organize much themselves beyond the defense of their own street or neighborhood, is better for Israel's case where it is surrounded by hostile nations and it needs to be able to fight and strike fast, effectively, and highly organized in the event of an actual war (which has always been likely in Israel case, whereas Americans never think about that outside of fiction). Basically, Israeli reasoning in the area of gun laws is much more focused on being able to mobilize and use Israeli citizens in an actual military capacity through the IDF in the event of a large scale war, instead of the more American focus of simple personal home defense (although that is still the focus for many Israelis too). This isn't the case across the board though. For instance, if you live on an Kibbutz in Israel (basically a small collective and communal living settlement or neighborhood, but one that still contributes to the nation) then usually the Kibbutz will have a defense force (kind of like a militia, just not as officially structured) of their own that is made up of people from the Kibbutz that then provides for the common defense of the area in cooperation with the IDF and/or Israeli police in the event of attacks, crime, or war. This again plays to the previous Israeli perspective of IDF service being better than civilians only able to protect a certain area, because in this case they know and live in that specific area, but they simultaneously cooperate with the greater military structure. Another example is how settler community members will typically own firearms (though they are again somewhat like a militia, but very unofficial and spontaneous compared to the Kibbutzim). Probably the best example is that, many times, off-duty active service IDF soldiers are required to carry their rifle with them as they go about their day, and it's pretty typical to see Israelis, men and women, with M4s slinged on their back because of this. In America if you see someone walking down the street with a rifle you get scared. In Israel it's just normal. IDF soldiers, Israeli border guard forces, or Israeli police also can be seen walking the streets pretty often with heavier equipment like helmets and rifles. Basically Israel has a pretty different mindset when it comes to guns that very much rhymes with the, often conservative, viewpoint of common defense, but is very unique to Israel's very unique situation.

As I explained many Israelis simply have weapons because they're either in the army or live on a Kibbutz, but those weapons are then used in a much more coordinated manner in regards to the Israeli army. What I mean is that instead of Israelis owning a weapon for personal defense, the more common case is Israelis own weapons and are in the army in one way or another. Stricter as in it's harder to acquire gun licenses for personal use in Israel than it is in the United States, but as I said, it's because Israel has a higher focus on utilizing it's population as official soldiers in the event of WAR than home defense from a break in that the police can respond to much faster than in the United States due to Israel's small size. You also have to realize that the statistics of what crimes are being committed is different than in America. In America you worry about break ins, mugging, or attempted theft, in Israel there is less of that and more of Palestinian riots outside of Israel's actual borders and then sometimes gu*nmen (usually Palestinians) attacking Israelis. Israeli-on-Israeli crimes are dramatically lower than Palestinian-on-Israeli crimes. This means that Israelis have very different priorities when it comes to acquiring firearms, and gun laws in Israel reflect that. Israeli gun laws are stricter because, strict limitation of gun-ownership to law-abiding citizens and strict enforcement against those who have guns without permits, keeps Israeli homicide rates very low. Israel restricts the amount of ammunition that citizens can possess at any given time, which (in Israel's case of defense from terror attacks) makes much more sense than it does in America, but has the side effect of making ownership of a firearm and it's usage for defense more complex. Israel's government after October 7th has loosened these restrictions for Israelis to own weapons, and there has seen a dramatic increase in requests for firearm ownership, but, unlike in America, you can't just go out, get a license, and then buy a gun. The Israeli government actually has to investigate you and your record, and then does check ups on you afterwards, and that is part of the reasoning why Israelis, outside of IDF service, reservists, settlers (who have incorporated a style of militant defense of themselves and Israel), or Kibbutzim (which their defense arsenal is given to them by the Israeli government) typically do not possess firearms for personal use and defense.

Before you can take your gun home, you'll require an additional 4-hour training session with a trusted provider. After learning the tactical details of the 7 October attacks, I was surprised to learn how few people are armed or have ready acces to arms, especially on frontiers. Israel has a different constitution and government structure than we do in the USA but this will have to change or attacks like these will continue to be undefended just like our "gun free" zones here. Just about everyone in Israel has military training anyway.
