Neighbourhoods were vital and walkable with cafés, stores and craft shops within residential areas.
Vancouver's first US born and raised Mayor was responsible for ending the UK Discretionary Model of development and bringing in the US Regulatory Model.

Bartholomew promoted the exclusionary aspects of zoning saying it could prevent the movement into "finer residential districts by coloured people".
The first zoning in Canada was not a municipal bylaw but was an act of the legislature reserving Shaughnessy for single detached houses in 1914. Bartholomew brought this to the municipal level.
In the first 18 months after the imposition of zoning, Vancouver citizens launched 250 appeals.
