After watching motorcyclist walking with helmet in hand, I thought I would ask about the impound policy. The officers were courteous to the rider, so I thought I could ask them since things were relatively calm, and nobody was upset. I understand their decision not to talk to me, they probably thought I was going to try to make them look bad or criticize their decision. Not at all the case though. I respect their decisions, both of them in this incident.
One point not mentioned on their website, or that I didnt see, is you are allowed to appeal your vehicle impound if you feel it was improper, or possibly if its your vehicle and you werent driving. It should say something about that on your paper work you were given, if not ask.
They will many times say sorry there is nothing they can do about the 30 day hold, or in this case where there is not a 30 day hold, they might claim they have to impound it.
That is false, they always have discretion to not impound your vehicle. They always have discretion to not cite you or not arrest you, if they choose.
With that in mind, it couldnt hurt to ask for a warning or to allow you to park it or have someone pick it up. This guy did make that request, but had no luck. I understand that women are very fortunate in this regard. I once witnessed a girl say to an officer, "I like your eyes, has anyone ever told you you have beautiful eyes?" To my amazement, the officer replied, "flattery will get you everywhere." He removed her handcuffs, and released her and off she went in her illegal car. I am not suggesting this will work for you, and I know it wouldnt work for me, but pointing out that an officer always has discretion, and can always choose to give you a warning. Its not likely you or I will benefit from this if we are caught breaking the law, just something to keep in mind.

Impounded Vehicle Release Information
If your car has been impounded, and during the impound period you find a need to remove personal items from the car, you must obtain a property release form from the Traffic Bureau. Property release forms are only issued to the REGISTERED OWNER of the vehicle. You must have valid government identification to obtain a property release form.
To obtain a release for a vehicle after a 30-day impound, the registered owner must present the following to the Traffic Bureau:
Valid Identification
Current Registration for the vehicle
Proof of Current Insurance on the vehicle
In addition, if the vehicle has any outstanding unpaid parking citations, the car will not be released until those fees are paid in full.
California Vehicle Code section 22852 states, "Whenever an authorized member of a public agency directs the storage of a vehicle, as permitted by this chapter, or upon the storage of a vehicle as permitted under this section (except as provided in subdivision (f) or (g)), the agency or person directing the storage shall provide the vehicle's registered and legal owners of record, or their agents, with the opportunity for a poststorage hearing to determine the validity of the storage." Another operational tool used by the Traffic Bureau are Driver's License Checkpoints. These are conducted at various locations throughout the city in order to remove unlicensed drivers and drivers with suspended or revoked driver's licenses from the roadway. State law authorizes a law enforcement officer to impound any vehicle driven by an unlicensed driver, or a driver who has a suspended or revoked license for a 30 day period. The driver may be arrested or cited for the appropriate offense.
State law also has certain rules and procedures on how these checkpoints are to be run. Hawthorne typically ignores these rules, or does the opposite of what is required.*
They use fraud and deception to trick motorists into turning into the checkpoint, instead of allowing them to pick an alternate route. When that doesnt work, for example, when I hold a sign and alert motorists of the upcoming checkpoints, HPD sometimes resorts to blatantly illegal conduct to reach their quota of impounded vehicles...to see evidence of this follow the link.
