@@froggerjohn427 Two ways I know of. Dry, heavily compacted soil can cause water to run over top of it, or mix with it. Such as how water runs down sand. There is also videos out there of 'sand flash floods' Another way, which is probably what is going on. Desert ground doesn't take up water as easily as you think, in fact, it only penetrates a small layer which in turn prevents water from soaking down past that layer-- therefore it just runs over top.

The project planners did not do their job engineering the streets in this neighborhood. They should have recognized the nature of the wash coming off the mountains and where it would channel when it did rain heavily. These kinds of things are completely preventable if the civil engineers on the project had designed either a culvert, creek bed or re-situate the streets before they were graded. ENGINEERING FAILURE. Utah civil engineers should be ashamed about this it's completely their fault. If I were living there I'd start a class action suit against all parties. No. That is old times. Actually this year there is 20% more moisture in the air from global warming. But to give you a sense of what you be facing in the new world see Germany and floods last week. In just a few hours of rain, people drowned in their basements in their house. The power of a flood is crazy. Lots of news and KZitem video on it. The death toll is now over 100. But that is not the big problems. The Dams are running out of water to power electricity. If that ain't enough you be out of drinkable water soon. You can use the water to power electricity, water crops, fight fires, or drink. Next year there will not be enough for everything. Farmers already abandoned crops.
