Im going to assume you mean smooth shading.. But yes stippling method takes significantly longer due to the fact he uses a 3 or 5 liner. Smooth shading you can just use a magnum depending on its size you could finish a tattoo much faster when using a magnum. So i believe that it requires alot of skill and experience to work very fast with only a liner and finish within a maximum of 12 hours also depending on the tattoo size. So it could be done quicker with a magnum but you cant stipple shade with magnums.

By the looks it'll be a 3 round liner. Or a 3RLT and speed wise doesn't really matter too much unless you've an identical setup. It'll be like 5-6v approx. Likely a 3.5mm stroke.
