I used to work for L.A. County Department of Public Works in the Environmental Programs section. The problem is more of not utilizing existing recharge basins to the fullest capacity. Downstream from Morris Dam is the giant Santa Fe Dam Recreation area. Water flowing into it should be captured by sending it to the recharge basin the is visible just west of the 605 at the 605/210 freeway interchange. That is a massive recharge area that is rarely, if ever, used to its total capacity. Further down stream is the Whittier Narrows Recreation Area. There the water is divided into the San Gabrial River and the Rio Hondo. Following down the Rio Hondo, at the intersection of Washington Blvd. and Paramount Blvd. is the Rio Hondo Recharge basin. Again, it is rarely, if ever, used to its total capacity. Again, wasted opportunity to capture water. Now, moving to the San Fernando Valley, there is the Hansen Dam Recreational Area. From there the water flows out into the Big Tujunga Creek which eventually connects to the L.A. River. BUT, right when it leaves the Hansen Dam area is the Hansen Spreading grounds. Which again, you guessed it, is rarely, if ever, used to its total capacity. There needs to be more efficient use of the recharge basins, then we could really increase our underground storage capacity.

Looking at the water level in the quarry pits completely validates your statement. The quarry pit water levels have gone down hundreds of feet. I have rarely seen the spreading grounds full driving by the interchange.

I just looked up the rainfall data and 1890-91 had 54.1"; 1978-79 had 53.1"; and 1883-84 had 50.3". And, 1861 likely had more rain in one year than all two-year 'records'. I also found this interesting: In July 1999, for the start of the 1999-2000 rain season, the Downtown Los Angeles weather station was relocated from the upper level of a two-story parking structure at the Los Angeles Department of Water and Power (DWP) building to a ground-level, park-like setting on the University of Southern California (USC) campus. This was the first time that the downtown station was located outside the city center of Los Angeles. The move was part of a nationwide effort by the National Weather Service to locate all weather stations at ground-level with more natural surroundings. The USC location is almost four miles closer to the coast and about 90 feet lower in elevation than the former DWP location. The relocation naturally drew some concern by meteorologists, regarding the continuity of overall historic weather data trends for Downtown Los Angeles station.

I am glad to hear the LA County and the engineers are trying to restore ground water. I think eminent domain must be exercised if necessary in a few areas to disperse more of the water. It is a crucial issue, and if some people have to relocate to make this happen, it's might just be a necessary sacrifice of the few for the masses.

Think about the potential of electrical energy not being reasonably available from solar panels and wind to pump water from the California Aqueduct over the Transverse Range at the Grapevine to supply Southern California. Most of this pumping is now being done with off-peak power during the night. Wind and solar are not necessarily 24/7/365 available. After the transition away from carbon and nuclear fuels for electrical generation, consistent 24/7 water supply from Northern California may be in jeopardy.

The California Government/ Department of Defense have been using all that money to buy up all the properties not just in California but other states to. They have created a monopoly on everything from real estate to companies. Actually read the articles. The headline for the homeless programs was misleading. The article looked at 5 homeless programs. If i remember out of the 5, 3 programs were tracked and had good results. 2 however were not tracked. Please make sure you read carefully and not spread misinformation
