In the 1960s, violent conflicts with rebellious youth made clear how little trust the Netherlands Police enjoyed among the population. This film highlights how the Netherlands Police over the next five decades repaired the broken relationship with its citizens and developed a new approach to unsafety: community policing Dutch style.
Regaining the trust of citizens is a difficult task. Former Chief Commissioner Jan Blaauw explains how much effort it took him as criminal investigator in the 1960s to implement neighborhood investigation, an innovation he discovered in London. In these years, Peter IJzerman ended up as a young police officer in the middle of the riots. This experience was a powerful impulse for him to later, in various leadership positions, renew large-scale public order policing, neighbourhood policing and police training and education. As chief of the youth and vice squad in Utrecht and The Hague, Anneke Visser convinced her investigators of the need to cooperate with alternative youth care. At the same time, within her own organization, she called attention to unnoticed crimes such as incest, rape and domestic violence. Anne Roterink was one of the first policewomen to patrol the streets of Nijmegen. After a few years, she got irritated by the male culture in the workplace and became a pioneer of change. She convinced the organization too that colleagues who were injured deserve care and attention. Ries Straver, one of the authors of the illustrious report 'Politie in Verandering', introduced as chief of police community policing in Haarlem. As a member of the first neighborhood policeteam, Ger Zandstra introduced this new approach in the troublesome neighborhood of Schalkwijk. When, as a result of riot control, the relationship between the police and the residents of the deprived area of Velve-Lindenhof in Enschede was seriously disrupted, community police officer Bennie Beuvink was given the task of improving the relationship and tackling the social problems. He tells how he succeeded step-by-step.

Evenals elders in de Westerse wereld maakten in de jaren zestig gewelddadige confrontaties met rebelse jongeren duidelijk hoe weinig vertrouwen de Nederlandse politie onder de bevolking genoot. Deze film belicht hoe de politie in de volgende decennia de verstoorde relatie met de burgers herstelde en een nieuwe aanpak van onveiligheid ontwikkelde, internationaal bekend als community policing.
Vertrouwen van burgers herwinnen is een lastige opgave. Oud-hoofdcommissaris Jan Blaauw vertelt hoeveel moeite het hem kostte om in de jaren zestig de praktijk van neighbourhood investigation op touw te zetten. Peter IJzerman belandde als jonge politieofficier midden in de rellen van de jaren zestig. Die ervaringen waren voor hem een krachtige impuls om later in diverse leidinggevende posities zowel de grootschalige ordehandhaving als het wijkgericht politiewerk als het politieonderwijs te vernieuwen. Anneke Visser overtuigde als chef van de Jeugd- en Zedenpolitie haar rechercheurs van de noodzaak om met de alternatieve hulpverlening te gaan samenwerken. Tegelijk vroeg zij in de eigen organisatie als aandacht voor delicten als incest, verkrachting en huiselijk geweld. Anne Roterink mocht als een van de eerste vrouwen in Nijmegen in de politie straatdienst aan de slag. Na enkele jaren begon zij zich te ergeren aan de mannelijke cultuur op de werkvloer en ontplooide zij zich als gangmaakster om deze te veranderen: collega’s die klappen hadden opgelopen, verdienden zorg en aandacht. Ries Straver, met enkele collega’s schrijver van het roemruchte rapport Politie in Verandering, introduceerde als korpschef in Haarlem community policing. In Haarlem mocht Ger Zandstra als lid van het eerste wijkteam die nieuwe visie in de probleemwijk Schalkwijk invoeren. Toen als gevolg van relbestrijding de relatie van de politie met de bewoners van de Enschedese achterstandswijk Velve-Lindenhof ernstig was verstoord, kreeg Bennie Beuvink als wijkagent de opgave om de relatie te verbeteren en de sociale problemen aan te pakken. Hij vertelt hoe hij daar stapsgewijs in slaagde.
