To all the comments saying “Take the halter off the baby!!1!” It’s a small paddock. Highly doubt it anything were to happen from there. This is an old video. Foal is grown up by now. Halters are kept on foals usually during the first 4 months of their life while they’re young and growing. The halters people put on foals are a special type of halter that makes it easy for the horse to break out of if the horse gets stuck or caught in something. Relax y’all. Learn a thing or two about horses & halters before learning.

I see more of a problem that the halter is way too big for the foal. It's more likely to get tangled up in itself than on something in the pasture.

I have quite often seen horses (and foals) reach up a hind hoof to scratch their faces. That halter is just loose enough to hook a little hoof into! Less worry if foals' halters were made of a softer material, fitted properly and made to break open when pulled on.

Nonsense. Check out the top Thoroughbred farms in Kentucky and elsewhere. The foals are haltered shortly after birth and a halter stays on them indoors and out from that point forward. Many farms put collars on the foals as well as halters. And some of those foals are potentially worth millions of bucks. Being haltered that young assures the foal knows no different and the workers at the farms use the halters with ropes to lead the foals out of the barn to the pasture and back right from the first day. No running loose while following their mares. They are loose with halters at pasture from day one.

The mare and foal appear to be in a small, clear paddock under supervision. The halter creates very little risk. If the foal should manage to get under or through the fence, the halter makes getting it back under control (and back to safety) quicker and easier.
