Mam in question 1, even if we don't compare it with Horton's eq...then also after applying boundary conditions which are the values of infiltration at t=0 and t = infinite ....given in question we can get the value of C1 and c2. So as in question it is no where mentioned regarding Horton's equation is it right to introduce it based on our knowledge anyhow after applying the boundary conditions the constants will somehow same as in Horton's but still is it okay to compare?

Yes, even if we apply the boundary conditions(mathematical approach) we will get the same results for c1, c2 . I think we can do it anyway as long as we know the boundary conditions or we have the infiltrometer data. Since the equation is analogous to Horton's , we have tried to fit horton's parameters.
