India and China are not only engaged in a standoff over their land border. Beijing’s growing encroachments in the Indian Ocean, including at Djibouti naval base and Sri Lanka’s Hambantota Port have pushed New Delhi to bolster its naval capabilities and spurred the nation’s increasing role as custodian of the Indian Ocean. With two aircraft carriers and 140 vessels and growing, we ask, has India’s navy arrived?
