Years ago (early 80s and before) lift controllers were totally mechanical. In the motor room were cabinets full of relays.
Each lift company made their own version of what is know as a "floor selector". This is a mechanical device to simulate the lift car's position in the shaft, without having to run cables down the shaft to every level.
In this video, it's the UK company called "the Express Lift Company".

It doesn't look "exactly" like my lego model (LOL) but it's kind of similar and it's the PRINCIPLE I am explaining here.
