Two suggestions since you said you plan to improve it: 1.) The lift propeller is the wrong type. It should be a wide-bladed type propeller with many blades that is good at creating static pressure. Your hovercraft is so light though that even your type of propeller probably works okay - just less efficiently. RCLifeOn just got done solving this issue if you want to see the problem he ran into. 2.) The center bottom of your skirt should be connected to the bottom of your hovercraft so it doesn't cause your hovercraft to be so off balance. It should be more like in this video "1000 Subscriber Special! How to make a Hovercraft!" - go to about 6 minutes and 12 seconds into the video where you can get a pretty good view of how the skirt should look.

Thanks so much for your suggestions, I have been considering switching the lift motor for an EDF, but you're right I can just switch it for another prop. I am also in the process of redesigning the skirt as it was so unstable, I think that the skirt design you suggested would definitely be an upgrade over the setup I have at the moment. I think a skirt design like the one that petersripol had on his 3d printed hovercraft (not the tiny whoov one the big one) may also work as there is a hole in the middle of the skirt to let out more air. I am thinking about doing a whole video about testing different skirt designs. Thanks again for your ideas!
