Great video! I've got a 2009 CVPI and everything you mention are definitely good things to check! This 09 (I'm sitting in it right now) is my 7th Ford Panther body vehicle (I've owned: 1986 GMQ, 1987 Town Car, 1988 Town Car, 1994 Town Car, 1998 Town Car, 2000 Town Car, and this 09 CVPI) and there are a few things I'd add to your list, or elaborate on, or really stress the importance of a bit. I'm gonna put these in no particular order, just as they come to mind: White paint on 2003-2007 Vics was/is particularly bad because of an industry-wide (as-in all brands) formulation requirement the EPA began enforcing. I don't recall specifics, (so don't quote me on this word for word) but I believe it had something to do with the clear coat having a certain amount of one ingredient. What lots of manufacturers (Ford and GM in particular) did instead of reformulating their clear coat was simply applying less to the exteriors of their vehicles. Naturally, this provided significantly reduced protection from the elements and almost always resulted in prematurely peeling paint. Ever seen a white Vic rolling around with half its paint missing? That's why. For some reason, white seems to be the worst (BY FAR!) So if you are looking at a Vic in those years that is white, check EVERYWHERE for peeling paint. If the car looks nice but has just a little bit of peeling BEWARE! It *_WILL_* get much worse very, very quickly unless it has been repainted. If you are allowed by the seller, plug in a decent Ford CAN bus compatible code reader (NOT one of those stupid cheapo actron/generic one!) And check the modules in the vehicle for codes. One that you want to look for is a P1000 code which indicates that the PCM has been cleared of all codes very recently and has not yet completed a drive cycle. In other words, the cars computer hasn't been allowed time to fully check all the systems in the car for problems. _This could be done in an effort to cover up a check engine or other warning light (like the wrench light, which I'll talk about in a sec) on the dash which may only show up __*__AFTER_*_ the computer is done checking things out._ Look for LCM (lighting control module) codes while these can be mysterious or seemingly erroneous, the 98-04 years are notorious for having bad/weak LCM units. The LCM modules handle all the lighting inside AND outside of the car with *the most common complaint with a bad LCM unit is the headlights turning on and off whenever they want to when the headlight switch knob is set to on.* This can obviously be incredibly dangerous and expensive to repair since replacements commonly go for several hundred bucks. The dreaded 'wrench' light. Applicable to only the last revision of the Panther bodies, 2005-2011, that little light will in all likelihood result in a giant sinkhole appearing in your wallet. This one nailed me personally, and I remain very bitter about the whole ordeal. That little wrench is called the "powertrain fault" indicator. In a nutshell, that light is indicating a problem in the 'drive-by-wire' digital throttle system adopted by Ford in the 2005+ models to replace the cable that went from your foot to the engine for the last 100 years. It basically means that the computer either can't tell where your foot is on the throttle, or that the computer can't read or control the throttle on the engine itself. What you will experience is either random stalling, or a forced 'limp home' mode that limits engine RPM to under 1500 and thus speed as well. In my case, if I tried to give it more throttle than what it liked (more than like 5-10%) the car would completely die and refuse to come out of idle or go into gear if restarted. My digital throttle body aas replaced at a Ford dealer (several regular service garages refused to touch my car with this problem) on my 3rd day owning the car for a part cost of over $425 and several hundred bucks in labor. I'd like to point out that this is a problem that could possibly be covered up by clearing codes (and throwing that P1000 no check engine light code that can only be seen with a scantool) from the cars computer as I mentioned earlier. Another thing to watch out for is a problem with the windshield wipers/windshield washer system. (I THINK this only applies to 2005-2011, but I'd be lying if I claimed to be completely sure) You may get a nasty glare from the seller (and the freshly moist people nearby) if you test the windshield washers out, but be sure to do it because of this common problem! _The washer system is controlled by a computer that lives on the wiper motor itself!_ No big deal, right? What's it to you where the logic board is! Heh, well... Ford screwed up the cowl's (that black plastic thing *where the wiper motor lives* between the bottom of the windshield and the engine bay) draining system... somehow... What happens is there is a good amount of debris that gets stuck in and clogs the drain there, causing the compartment where the wiper motor and its buddy the washer control board live to fill with water and eventually corrode things to the point where they do not function. The washer system is usually the first thing to crap out for whatever reason, but some guys have issues with the wipers coming on randomly or stopping in the middle of the windshield before the pissers quit. Here's why I bring this up: lots of auto garages (or the idiots at Baxter Ford in Omaha, NE **cough**) will look for a problem elsewhere because it isn't common to see that control board where it is on anything with an overall design model that's as old as the hills like Ford's Panther platform cars. I had a new power wire haphazardly run around my engine bay and my multifunction switch stalk replaced, ***_before, and I'm not kidding you, I had to show the service manager a wiring diagram indicating that THE PISSER CONTROL BOARD IS ON THE WIPER MOTOR!_* (RAGE! %$#&*@) Lastly, I have to emphasize the importance of seeing if the odometer is dark/not lit at all because it is commonly only the beginning of your instrument cluster woes. Case-in-point: my car... again. I had the super dark/unlit odometer thing going on and figured "who cares?" ... until my cluster... lights, gauges... everything, started to randomly die and ressurect itself while driving down the road. I don't know about you, but knowing my speed and fuel level are kinda important so either get the cluster repaired or look at another car. The $100 repair cost you mentioned is spot on, but you didn't mention that you personally have to remove the cluster itself and mail it to somebody for repair. It's not super hard to do, but it IS obnoxious and can be scary for the totally inexperienced and not car/tech savvy to tackle alone. Good god, what a novel I've penned! I hope this helps out those patient enough tolerate my endless droning!

WOW! Man, you're like an encyclopedia on these cars. Dude, you should be making videos on this stuff. I think your comment will provide so much good and useful info that everyone should give it a read. I'm gonna see how to pin it at the top so it's prominent too. You're awesome and thanks so much for sharing. You know, I was especially interested in reading what you said about the dim odometer. I've got an '06 CVPI that has that problem and I'm tempted to try and soldier the circuits myself. Don't know if I'd screw it up more though. -Chris

I like Panthers. Regarding your 06's IC... it sounds like you're familiar with what you have to do to repair the issue but keep in mind that the most important components that need work are under the odometer's display. Those are annoying to get to but absolutely required since, unfortunately, those are the components at the root of the display's problem. Don't forget to give the wiring harness' solder joints a little love too.

One thing I always appreciate are pics of the car being auctioned. However imperfect a car looks on the outside, it's what's underneath the car that makes a different. I don't mind patina as long as it doesn't penetrate into the rest of the car. I have a 2006 Toyota Corolla that has 155k miles on the clock. I take it to have it serviced every 2 months. I want to make sure that it runs good, not only for myself, but when I go to sell it, for the next buyer. :)

Jason, thanks. You're right in that many times auction cars are 'presented' to look good in pics but are turds in real life. I run into this from time-to-time when buying vintage cars that are half-way across the country. They are always misrepresented and are in worse shape than I'm expecting them. I think one reason why I enjoy these State auctions so much is that I can inspect the cars and take my time on deciding what to do. Than, once the bidding closes I know the results immediately. Thanks again. -Chris

I agree. I've never understood how that could be. If you're going to sell something, be it online, or the old-school way, you want to be as honest as you can be. If there are imperfections with the car, I'm sure the buyer would want to know that and how serious these imperfections are.

Thanks for the comment. Last month I was at the auction and there was a P71 that had a noticeable engine vibration. Don't know where it was coming from (engine, A/C compressor, accessories...) but it was pretty obvious That car ended up selling for $2,100 and I'm certain the buyer has a bad case of remorse today. When I was looking at that car I had tagged a max. bid of $900 but later upped it to $1K. I figured for that price even if it had a bad engine I could still get my money out of it. But at $2,100, no way!

Bringing a small self made "HAS RUST" sign with tape around it with tape on it and putting it in the front window will often save you money on Auction Day. Also, Don't bid too fast. That will just make the final price on the car go up. When the auction starts, wait for the auctioneer to start coming down from his starting price and other people start bidding before you bid. In an auction, people get what I call "THE FEVER" and keep bidding. The bidding will start gettling close to what your price is going to be when you look over and see only one person still bidding and you and it will go back and forth. Remember, have a FINAL price in your head you will for the car and stick to it so YOU don't get THE FEVER. If the other guy goes over your final price your previously thought of final price, let the other guy have the car. Also look for auctions where there is one guy bidding on a lot of cars but not winning any. This could be an auction employee in the bidding area who is used by the auction company to drive the price up. It's also good to go to previous auctions where you don't intend to buy so you can check out their operation and who is bidding. On the has rust sign trick, you can also do other things like switch the spark plug wires around but that can be more or less obvious. I have bought used police cars for as low as $1000 but following these suggestions. Check those fuses. Get to know what fuses are inside the car you are considering. Checking the fuses on a car can make other bidders not interested. Good Luck!

I've only bought one auction car. It was a Dodge Diplomat Detective's Car. It was a good car back in its time. I think I drove it about 7 years before transmission was about to go out. Had to trade it in for a newer vehicle. My Dad used to buy GSA auction vehicles all the time back in New Mexico. Unfortunately, I live in Kansas now, and only dealers here are allowed to attend auto auctions. Kind of irritating. As I would like to buy a Ford Explorer Police Interceptor at auction. By the way, great tips, reminded me of my Dad telling me what too look for.

I have "heard" that sometimes the police take out the more high powered engines and replace them with more "stock engines" before putting them up for auction. Is this true? How can you tell if the car does not have the higher powered engine if you are not a mechanic or car aficionado?
@hullinger
6 жыл бұрын
Yea, I'm thinking that the engine swap might have been a rumor from a long, long time ago. Police cars in the '50's - '80's had different engine choices that a law enforcement department could select from, depending on their intended usage. So it wasn't uncommon for a police car at that time to NOT have the biggest engine. Some came with the smallest small-blocks available, others were ordered with a 6 cylinder while some had whatever the most powerful and biggest engine option. I can't imagine police agencies doing engine swaps to the public wouldn't get the biggest engine when those cars were auctioned off. Especially when high performance Mustang's, Camaro's and Challenger's were easy to come by. Just my thoughts. Anyways, thanks for checking out my video and for your comment. I appreciate it! -Chris

One thing that needs to be checked which was left out of the video is rust, I am from a place where rust is the thing that puts out most vehicules. You need to check underneath the floormats if possible and in the trunk, inside the ''fenders'' i think, above the wheels, don't remember how it's called and if you can please always check under the car to see if rust has weakened the floors and frame (if there's one like a crown victoria) to check if it is weakened just take a hammer and tap on parts underneath to see if they sound or feel strong Heads up from Quebec, Canada where the winter eats your gas and your cars

I would add to check the key to see if it is a fleet key (pentestingkeys.com/Ford-Fleet-Keys). If you can see the original window sticker, it will show "Keyed Alike - Key Code 1284X" or similar. This is very common in former police cars. This makes the car easy to steal, as the bad guys know this fact. I wish I knew it. Mine was stolen in broad daylight at a Park and Ride in California. :(

I've seen some turds sell for a few hundred while really nice ones with 75K miles sell in close to $3K. I bought four Vic's last year in really good driving and cosmetic condition and paid an average of $1,352 per car. Also, I've got a bunch of other videos showing the auction results for these and other cars too. Maybe check them out on my channel. -Chris

Your video made me close on a 2008 CVPI from a gang enforcement detail in California. 85,k miles always serviced antennas both spotlights pushbar all vinyl seats basically impeccable. I also have a 2016 ram 1500 and if I could go back and discover these panther platforms I would have bought 2 !

Do these auctions tell you what the car was used for? I imagine a detective car or fire marshal crown vic would be better maintained and road worthy than a daily used police car?

I'm getting ready to purchase an 06 for 750 and it needs a spark plug rethread is there anything else I should be worried about as the car doesn't run due to this issue thank you

Hey man, thanks for checking out my Crown Vic inspection video. These cars seem to have a habit of spitting out a spark plug. Typically it's from someone replacing the plugs but not using the right torque spec's when tightening them down. A new spark plug and be reinstalled pretty easily with a helicoil and you'll probably never have that problem again. It's also would be wise to check the other plugs so they don't spit out as well. As for any other issues, it's really hard to tell without the car running. I'm betting however that if it ran fine before the plug blew out, then it will probably run fine with the plug reinstalled. Either way, good luck to you! -Chris

In KZitem search for Helicoil Thread Repair. You'll see some vid's on what it is and how it works. You'll need the correct size for your spark plug hole and I've seen the kits for around $20 at Wal-Mart. -Chris

Hey man, on the Crown Vic odometer repair, I've seen folks solder the back of the gauge cluster panel themselves. There are also two online places that will resolder them for you. One charges $60 while the other is $100. Can't remember their names but I'm certain a Google search will find them for ya. Good luck! -Chris
