I was told to take a Qtip and use window cleaner as rhinestones are glass too.

You never get jewelry wet. The water hurts the jewelry. Just dust and very gently rub with a lightly damp cloth numerous times if necessary and use a toothpick to knock off dirt or tweezers. The hair dryer will cause any glue to melt and any glued on rhinestones will fall off. It can melt or damage plastic. It can only be used for prong set glass or real stone "gems" and real metal. Hair dryers can even damage paint on metal.

Could you use a hair dryer for the backing.if the piece has been dipped in the vinegar solution?
