1- create the rectangle. 2- ctrl-j 3- move the new rectangle right 4-ctrl-j as many times you want 5 select all first line rectangles 6- ctrl-j 7-move them down 8-ctrl-j as many times you want

I found some of the keyboard shortcuts didn't work.. ie "V". I'm using AP 2

That's odd, because I just checked and 'V' is a default shortcut for the Move Tool.. Perhaps it helps to try customising your shortcuts in 'Preferences' :)

Q: in copying those rectangles, can’t you just control J, move, then control J again and again?

Yes you can, it’s basically the same idea! By doing it one by one for the first row, you assure the right layer order. We just need rectangles everywhere, doesn’t really matter how as long as they are on separate layers :)
