I tried that method a few years ago but found that too much water penetrated the wood and they rotted very fast. For cedar I do not recommend it.

eptyr12 I find your comment fairly suspect. Water peeling is the industrial standard in the US, and in many places in Canada U.S. and Russia, they still float logs to a mill. While I don't doubt water penetrates the trunk, I doubt that was the cause of your rot. Especially cedar. There are cedar posts along the property line on my parents house which have been exposed for longer than I've been on this earth and I'm 33. I think you just used an inferior wood for whatever project you were doing. That little bit of water shouldn't even be a concern for cedar. As for the original question, you want to debark as soon as possible. The longer you wait, the bark will dry and adhere or fuse to the wood or boring insects will move in and damage the wood. If it's cut in winter, then debark it. In the spring, in the spring.
